Subject: Two edits to strengthen the Trombly Bond Architectural Services resolution

I'm writing regarding the "APPROVAL OF BOND PROGRAM ARCHITECTURAL SERVICES FOR THE TROMBLY BUILDING" resolution that the Board will vote on this Monday.
I want to begin by acknowledging that the revised resolution reflects meaningful progress. The removal of the explicit Career and Technical Education designation from the second floor responds directly to what this community asked for in the days before the April 27 meeting. I appreciate that the Board listened.
That said, two concerns remain that I ask the Board to address before voting Monday.
First, the resolution language should explicitly protect Trombly's future use as an elementary school. The revised conditional language — that traditional classroom use is allowed "should significant enrollment increases warrant such a transition in the future" — defers elementary use to a standard and timeline that are not defined. The standard for "significant" is unspecified, and "the future" is open-ended. I respectfully ask the Board to add the following sentence to the resolution:
> No architectural or design decisions authorized by this resolution shall preclude the future use of the Trombly Building as a PreK–4 elementary school.
This does not commit the district to opening Trombly as an elementary school. It simply ensures that the $6 million about to be invested in this building is not spent on a configuration that will need to be undone when enrollment data forces the question.
Second, the word "primarily" should be restored to the first-floor designation. The original draft designated the first floor "primarily" for preschool aged education programming. The revised draft drops "primarily," narrowing flexibility that was openly discussed at the April 13 Facilities Committee meeting. To my knowledge, no one at the Board table requested that change.
The planning for Trombly should be grounded in flexibility, data, and the long-term needs of families — not in limitations that could require costly reversal in the near term. Bond funds are a significant community investment. Designing spaces that may need to be undone sooner than expected is not responsible stewardship of those funds.
I understand from public Board discussion that there is broad support among trustees and the administration for preserving future flexibility at Trombly. The two edits above would simply put that intent into the resolution itself.
